BACKGROUND
Not much is known about Tim's earlier life except what has been given to the audience throughout the course of Seasons 1 and 2. Prior to becoming a Deputy U.S. Marshal, Tim was a U.S. Army Ranger. A highly trained sniper, Tim served at least one tour in Afghanistan and had claimed a few high-profile targets during his tour. According to Art Mullen, he also served in Iraq. Sometime after leaving the service, Tim would join the US Marshal Service and become a Deputy U.S. Marshal. Prior to the arrival of Raylan, Tim was the Task Force's newest member having been assigned to Lexington for the past nine months.

As an Army Ranger trained sniper, Tim is an excellent shot in all types of firearms. While not as quick on the draw as Raylan, Tim does significantly exceed Raylan in marksmanship accuracy.

It was revealed by Art that Tim suffers from PTSD, might be an alcoholic and is a "keg waiting to explode."

Headcanon dictates that Tim's rocky relationship with his father ("At least you got to shoot your father. Mine had the nerve to die before I got back from Basic with skills and a loaded weapon.") is caused from his dad's history with drinking, and his tendency to get violent when he was drunk. Tim's mother got the worst of it, but he would frequently put himself between his mother and his father to protect her.

PERSONALITY
Tim’s a lot of things, but a stoic, sarcastic hardass is probably the easiest way to sum it up.

He’s young, and he’s just recently (recently being in the last couple of years) come off of two tours with the Rangers. It’s clear that the Army did a lot to shape him and how he identifies himself today. He’s very focused and task-oriented. When he has a job to do, he does it, and you bet your ass he’s going to do it to the very best of his ability. There’s not much that can distract him or get in his way when he’s focusing on his job. He works best when following orders, seeing as it’s what he’s used to from his time in the military. That’s not to say he can’t lead — when necessary, he’s capable of taking charge and being a leader, and he’s rather good at it, too — he just prefers not to.

That being said, there aren’t a whole lot of people he’s actually comfortable taking orders from. There’s a lot of trust involved with that, and trust isn’t something Tim comes by easily. He followed his orders unconditionally when in the military, and he does the same with his boss at the U.S. Marshal’s office. In the military, it was because he had to. Now, with the Marshals, it’s more because he trusts his boss’s judgement. (But also because he has to.) And when it comes to his coworkers, there’s only one that he likes taking orders from, and that’s Rachel. She has a good head on her shoulders.

Loyalty isn’t something he hands out easily, either. It mostly extends to the soldiers he served with, a few coworkers, and the very, very few friends he’s kept close. However — his loyalty and trust, when earned, are as fierce as they come. There’s not much he won’t do for those he keeps close, including in one instance, justifiably killing his late friend’s murderer.

He’s not without his charms, though. And by charms, I mean dick jokes. Sarcasm and inappropriate humor are like 99% of Tim’s humor, and he will use it anytime in front of anyone, no matter the situation. Not necessarily because he wants to make people laugh, but because crude humor is a good way to keep people at a distance, and Tim’s always looking for good ways to deflect personal questions and prying.

Tim’s a private person. He doesn’t talk a lot about his time with the military a whole lot, and he certainly doesn’t talk about his childhood. The one time he did, it was to say he wished he gotten the chance to shoot his father before the man died. His stint with the Army left him with PTSD and alcoholism as a form of trying to cope. It’s as his boss said before: “It’s not a matter of if that powder keg is going to blow, but when.”
